Terms of Reference of the Technical Secretariat
The TS carries out its activities
in support of RCM activities according to the following terms of reference,
as prepared by IOM and approved by the Vice-ministers during the VI RCM:
- The Technical Secretariat
(TS) will receive overall policy direction and supervision from the incumbent
RCM President Pro-tempore, while the IOM Regional Representative in San José
will supply programmatic guidance, personnel support, and working space within
the Office of the IOM Regional Representative.
- The TS will provide the
RCM with technical and logistical support, so as to contribute to the RCM’s
effective and efficient operation.
- The TS will offer its
support to the RCM through the incumbent President Pro-Tempore in accordance
with the rotation mechanisms established by the RCM, and pursuant to the following
guidelines:
- It will provide
technical and logistical support for the planning, organization, and realization
of RCM conferences and RCGM meetings, seminars, workshops, and other events
as agreed upon within the framework of the RCM.
- It will collaborate
with the monitoring of the activities detailed in the Plan of Action of
the RCM.
- It will draw up reference
documents for RCM meetings upon request.
- It will maintain
a database and provide the President Pro-Tempore with the inputs necessary
to update the RCM Plan of Action on a continuing basis.
- It will provide its
cooperation for an updated maintenance and operation of the RCM’s
Virtual Secretariat.
- It will prepare periodic
reports on its activities for presentation to the President Pro-tempore
and the IOM Regional Representative in San José, in anticipation
of semi-annual meetings of the RCGM.
