General Objective

Specific Objectives

  • To generate a dialogue that will allow for the expansion of knowledge about migrant women and girls in the region, especially in the context of the pandemic, and to share good practices and experiences related to actions taken by the countries to protect their rights, as well as for the development of their autonomy.
  • Reiterate the importance of the real (re)integration of migrant women in terms of substantive equality in the various spheres of life, and not only in the productive fabric, recognizing their capacity for agency and diverse contributions in the countries of origin, transit, destination, and return.
  • Promote exchanges among Member Countries to identify areas of opportunity to strengthen the gender approach in public policies aimed at the migrant population, based on the application of the Guidelines on assistance and protection of women in contexts of migration

Objectives:

  • Promote the exchange of experiences, good practices and collaboration among the institutions of the Member Countries of the RCM linked to the comprehensive fight against the smuggling of migrants.
  • Identify challenges and opportunities in terms of bilateral and multilateral cooperation for the identification and dismantling of migrant smuggling networks.
  • Establish specific regional actions for the exchange of information and intelligence on cases of migrant smuggling to be implemented in the short-medium term.
  • Identify sustainable and timely strategies for protection and assistance to victims of migrant smuggling, as well as measures to prevent reoffending.
  • Promote the strengthening of existing High Level Security Groups (HLSGs) among the countries of the region and/or the creation of such groups among those countries where they do not exist.

That the authorities of the Member Countries may learn about the different mechanisms and best practices that currently operate for the search and forensic identification of missing migrants and repatriation of the bodies, their origin and operation, their conformation and characteristics, interactions, exchanges, and information flows at the regional level.

Specific Objectives:

  • Participants will identify the characteristics, conformation and functioning of search mechanisms, their strengths, and challenges in the region.
  • Identify the progress and challenges for regional migrant tracking and forensic identification.
  • They will learn about the necessities that the families of missing migrants have during the process of search, identification, and repatriation of remains.

OBJECTIVES
To establish the bases of the discussion so that from the exchange of experiences and good practices, the management of migratory flows in emergency contexts is strengthened, especially health emergencies, in such a way that a model based on cooperation and co-responsibility between countries can be developed.

To strengthen the management of migratory flows in the current context, the development and consolidation of a regional coordination model for emergency situations with three specific objectives is required:

 

  • To exchange information to identify states of emergency and start with specific action mechanisms. Likewise, the involvement and strengthening of migration control institutions and consular protection networks.
  • To disseminate official, assertive, and timely information on the emergency and the specific risks of migration in an emergency context to favor the containment and management of the emergency from the countries of origin.
  • To coordinate inter-institutional mechanisms that allow the comprehensive care of migrants in emergency contexts, which implies the participation of specialized and specific government agencies in the assistance to migrant population in such a way that routes can be established for the organization, management and reception of social protections and humanitarian aid between countries, government orders and organized society.
  • The creation of a coordinated regional model will facilitate the management of flows, as well as the tasks of humanitarian assistance, international protection, and assisted return, as well as solving key public health issues such as: tests for the detection of Covid-19, forms of prevention, and access to vaccination.

To strengthen the capacities of employment advisors in the RCM Member Countries relating to the identification of occupational profiles of migrant populations, with a human rights, gender and inclusive approach.

Specific Objectives:

1. To strengthen knowledge about labour migration and the importance of addressing this matter with a human rights, gender and inclusive approach.
2. To promote the exchange of best practices in assisting this population group, considering situations of vulnerability as well as the sociocultural and occupational profiles of beneficiaries.
3. To analyse the benefits of improving practices relating to the labour integration of migrant workers, with a focus on dignified employment, ethical recruitment and corporative responsibility.

OBJECTIVES

  • Bringing together migration officials and health experts from across the Americas to update and share their knowledge, recent experiences and lessons learned related to migration and health in the context of the Covid-19 pandemic. This will help all participating countries and organizations to improve and strengthen their responses to the ongoing pandemic and preparedness for future health emergencies.
  • Sharing presentations and best practices and prompting an open discussion on the pandemic's evolution across the region, planning and preparedness, lessons learned from international flows on health measures, interventions for migrant persons and refugees, and strategic considerations for framing future migration health policies and measures.
  • Making available to all participants the event presentations and a final report, to share knowledge of policies and programs in place, as well as conclusions and findings resulting from the event.

General objective

To present and discuss on the proposal of the Regional Strategy to Address Irregular and Mass Migration, to respond to the need of managing these flows within the region since this requires to be addressed urgently and comprehensively under the principles of shared responsibility, respect for human rights, national sovereignty, and international cooperation. It is worth mentioning that the Strategy has been developed based on the considerations expressed by the Member Countries during the First Meeting that took place in April, as well as the exchange of ideas that has taken place in the other activities organized by this Working Group.

Specific objectives

  • To generate a space for constant dialogue and exchange that allows the consolidation of a fluid and effective communication between the Member Countries, regarding the assistance and protection of irregular and mass migration flows.
  • To present and analyze the main topics that constitute the Regional Strategy for the assistance to and the protection of migrants in irregular and mass migration in the region.

General Objective

To advance the exchange of experiences and best practices, disseminating knowledge and generating a dialogue aimed at delivering proposals for the attention of women and girls in conditions of mobility, and developing their autonomy and empowerment from a perspective on gender, intersectionality, human rights and inclusion.

Specific Objectives

  • To generate a dialogue that allows broadening the knowledge regarding the situation of migrant women and girls in the region, particularly in the context of this pandemic; sharing best practices and experiences regarding the measures taken by countries in order to protect their rights, as well as developing their autonomy.
  • To transcend the dominant vision of assistance towards migrant women and girls and begin referring their importance in terms of real (re)integration and substantial equality in the different spheres of life, and not just in the productive fabric, by recognizing their capacity as agents and diverse contributions in the countries of origin, transit, destination and return.
  • To encourage an exchange between Member Countries in identifying areas of opportunities in order to strengthen gender-based public policies aimed at migrants, according to the application of the Guidelines for the Attention and Protection of Women in the Context of Migration by each of the Member States and recommendations issued by the working groups.

General objective

Present the Regional Study: Programmes and processes of migratory regularization with the purpose of building an overview of the programmes and processes of migratory regularization that exist in the Member Countries of the RCM, with an emphasis on Mexico, Central America and the Dominican Republic, as well as the efforts in the region for the integration of migrants.

Specific objectives

  • Identify the progress and challenges in the implementation of regularization programmes and processes in the region, as well as the integration of migrants.
  • Analyze regional progress on migration regularization in the international legal context. • Generate spaces for dialogue on the state of implementation, good practices, and lessons learned regarding the regularization and integration programmes of migrants in the region from the perspective of government actors.

OBJECTIVES

  • To define a functional and practicable route of action in the short and medium term to facilitate technical and infrastructural exchange aimed at border management and migration control, in order to strengthen the institutional capacities of migration governance of the RCM countries that are of transit and destination of intra-regional and extra-regional migrants.
  • To explore ways to strengthen the agile, safe and orderly assisted return schemes of those nationals of the RCM Member Countries whose cases do not apply for migration regularization or any figure of international protection.
  • To discuss strategies to strengthen the international protection systems in transit and destination countries, in order to broaden their response capacities to requests for recognition of refugee status or other international protection schemes.

Member Countries requested IOM and ECLAC to organize a virtual workshop on the review of the GCM, including the following elements:

i. The role of the Global Compact in supporting the work of the RCM.
ii. The support of the United Nations Network on Migration for the strengthening of the RCM.

In addition, the webinar will also discuss how the RCM can contribute to the upcoming International Migration Review Forum (IMRF). In this regard, this workshop is the first of two dialogues, with the second one being proposed for the first quarter of 2022. The objective of both sessions is to produce a contribution by the RCM to the IMRF.

General Objective:

Strengthen the capacities of public actors at the local level in the Member Countries of RCM regarding the design, implementation, and evaluation of public migratory policy in order to improve migration governance.

Specific Objectives:

  1. Identify the needs and priorities of local governments with respect to migration governance and its role in the implementation of global agreements.
  2. Analyze the benefits of integrating local actors in migration governance processes.
  3. Disseminate and promote the use of data generation tools and evidence on migration for the design, monitoring, and evaluation of migration policies.
  4. Share best practices and lessons learned from specific locations, both in RCM Member Countries and outside the RCM, which have had successful experiences in the development of migration governance at the local level.
