General Objective

Review the implementation of the Regional Recommendations to Promote the Exchange of Information for the Search for Missing Persons in the Context of Migration, adopted by the RCM, and in accordance with international human rights standards and the Global Compact on Migration.

 

Specific Objectives

  • Expand information and data from IOM's Missing Migrants Project.
  • To learn about the thematic report on missing migrants at the international level, by the United Nations Special Rapporteur on the Rights of Migrants, as a valid input to support the actions of the workshop and the implementation of the recommendations.
  • To evaluate the degree of implementation of the Regional Recommendations to Promote the Exchange of Information for the Search for Missing Persons in the Context of Migration, adopted within the framework of the RCM, contrasting them with the findings and feedback obtained after the presentation of the Analysis Study of the Mexican Foreign Support Mechanism for Search and Investigation (MAEBI) in the countries where the Foundation has a presence.
  • To learn about the progress made in the area of Missing Migrants in Panama, from the perspective of the Attorney General's Office of that country.
  • To know the positions on the exchange of fingerprint information, an effort led by Honduras, with the recent accession of El Salvador.

General Objective

Review the status of the implementation of the traceability mechanisms defined in the roadmaps developed by the RCM Member Countries, at the July 2024 workshop, for the intra-regional migration corridors.


Specific Objectives

  • Demonstrate the technical and operational progress of the roadmaps constructed for the intraregional migration corridors, identifying the factors that facilitate or limit progress in each case.
  • Define specific actions for each traceability mechanism based on technical and operational progress.
  • Promote the implementation of new strategic milestones related to traceability systems in the short and medium term.

To sensitize communicators with the knowledge and tools to inform about Early Childhood, Childhood and Adolescence (PINA) and women in the context of human mobility, in a way that safeguards their rights and promotes a fairer and more equitable social communication.


Specific Objectives

  • Identify the factors that influence social communication that violates the rights of PINA and women in the context of human mobility.
  • To analyze cases of communication that are detrimental to the human rights of PINA and women in the context of human mobility.
  • To propose initiatives for the application of knowledge and tools at the local and regional level.

, III Face-to-face Course on Human Rights Protection and Humanitarian Border Management CRM / RCM

 

General Objective: 

To strengthen the knowledge and capacities of border officials and officials responsible for border security in RCM Member Countries, in order to improve the protection of the human rights of persons on the move in migration and border contexts, respond appropriately to their protection needs, and effectively combat crimes such as trafficking in persons, smuggling of migrants, disappearance and other related crimes.

 

Specific Objectives:

  • To strengthen the knowledge and capacity of border officers and public security officials on international human rights, refuge, trafficking, and smuggling of migrants, which will enable them to identify, prevent, and adequately address violations of the rights of migrants and refugees, as well as events related to transnational crimes.
  • To promote inter-institutional collaboration and cooperation, as well as the exchange of information between different government institutions and civil society organizations, in order to improve the response to the protection needs of persons on the move and effectively combat human trafficking and smuggling.
  • To encourage the creation of monitoring and evaluation mechanisms to ensure the implementation of policies and practices that protect the human rights of migrants and refugees, promoting an evidence-based approach that allows for the adjustment of intervention and response strategies at borders.

This is one of the joint activities organized with the South American Conference on Migration (SACM), following the agreements reached during the meeting between both mechanisms held in October 2024. The event is designed for delegates from the Member Countries of the RCM and SACM dedicated to assist and to the protection of migrant children and adolescents, international organizations, United Nations agencies, and organized civil society.

General Objective:

To promote an exchange of promising practices, challenges, and actions to be implemented on access to justice for migrant victims of human rights abuses and violations, based on a dialogue with States, NHRIs, observer organizations, and civil organizations.


Specific objectives:

  1. Analyze the challenges and risks faced by migrants in transit and destination, including violence, discrimination, arbitrary detention, torture and ill-treatment, gender-based violence, exploitation, enforced disappearances, and denial of economic, social, and cultural rights.
  2. Explore protection mechanisms at the national and international levels that can be used to improve access to justice for migrants and their families.
  3. Identify and promote promising practices and concrete actions that can be implemented by States, civil society organizations, national human rights institutions, migrants, family members, and other stakeholders.

XXIX RCM Vice-Ministerial Meeting XXIX RCM Vice-Ministerial Meeting

 

The Vice-Ministerial Meeting is the decision-making body of the RCM. It is composed at the vice-ministerial level (or its equivalent) by entities related to migration matters, such as the foreign ministries and migration authorities of the Member Countries.

It is held annually, and extraordinarily, in person or virtually, when so decided by the Member Countries, either at the request of the PPT or at the initiative of another Member Country; its decisions are adopted by consensus.

  • Strengthen the knowledge and capacity of border officers and public security officials on 
    international regulations on human rights, refugees, trafficking and smuggling of migrants, 
    allowing them to identify, prevent and adequately address violations of migrants' and refugees' rights , as well as events related to transnational crimes.

  • Generate actionable commitments that contribute to migration governance between the Regional Conference on Migration (RCM) and the South American Conference on Migration 
    (SACM), in order to address migration from a bi-regional perspective.
  • Strengthen the technical knowledge and understanding of government officials from both regions regarding migration trends, policies, practices, tools and experiences in migration governance.

Consular Protection Seminar: Access to legal identity services and tools for mapping diasporas Belize PPT

 

General Objective

The overall objective of the seminar is to equip government officials and stakeholders with a comprehensive understanding of migration governance and legal identity. This includes data protection, the use of identity documents to access essential services and the verification and acceptance of alternative documents, in line with the objectives of the Global Compact on Safe, Orderly and Regular Migration. In addition, the seminar will address the roles of consulates and visa procedures, enhancing the flexibility and efficiency of consular services to facilitate regular migration channels. This will enable participants to effectively support and build capacity for legal identity management, as well as the management of visa, admission and stay procedures, particularly for diasporas and migrants in the RCM region.

Objectives: 

To promote the exchange of experiences, best practices, and collaboration between the Public Ministries, REDTRAM points of contacts of the member countries of the RCM and some countries of the SACM linked to the comprehensive fight against human trafficking and migrant smuggling.

To make a balance of the use of parallel investigation tools, joint investigation teams, as well as binational and multi-country operations in the fight against these two crimes to determine their results, challenges and scope.

To define specific sub-regional and regional actions for the creation of joint investigation teams in cases of human trafficking and migrant smuggling to be implemented in a short-medium term.
